The Kerala Cricketers Forum (KCF), a body of former State cricketers, has urged the Board of Control for Cricket in India (BCCI) and the Kerala Government to institute an inquiry into the functioning of the Kerala Cricket Association (KCA) and the corrupt practices being indulged by its top brass. Releasing a white paper on the KCA at a press conference here on Thursday, the KCF Chairman, A.P.M. Gopalakrishnan and Convenor, O.K. Ramdas, said they were baffled by the manner in which the game was being administered in the State and this was one of the key reasons which had forced them to study in detail the activities of the KCA and how it is being run on a day-to-day basis.

"Our study has unearthed several major discrepancies within the KCA, both in terms of financial bungling and administrative lapses, perhaps unknown to the media and the public at large. It is in this background that the KCF decided to prepare this white paper on the KCA," they said.

The voluminous 91-page report backed with official KCA documents lists the irregularities under nine heads — financial irregularities, administrative malpractices, misuse of the principle of majority, abuse of powers vested with the people who are at the helm of the KCA, suppression of minority or elimination of opposition through unethical methods, lack of consistency in interpreting and applying the KCA bye-laws; interferences in the affairs of the KCA district units and making personal gains from KCA resources.

Citing examples of financial mismanagement within the KCA, the paper says there is evidence to show that the management report by the statutory auditors of the KCA has clearly upheld the findings of the internal audit committee report of the KCA but was suppressed to facilitate the continuance of the present officials in office.

Accounting systems
Also under the same head, mention has made about the accounting systems adopted by the Kannur and Idukki DCAs.

In the case of accounts of the Kannur DCA, it is seen that its balance sheet has not been signed by a qualified chartered accountant but by someone else using a forged ID, while the Idukki DCA's balance sheet for three consecutive years reflects only the grants by it received from the KCA as expenditure.

Moreover, though a sum of Rs. 3.3 lakh was sanctioned for the establishment of an indoor practice facility in Idukki and promptly disbursed, there is nothing to claim that such a facility has ever been constructed.

The paper also makes startling revelations on how the 25 players send to the South Gate Academy, Brisbane, recently were made to suffer on account of poor accommodation and basic facilities. The coaching for the players were done by none other than the accompanying Kerala coach and matches were played between two teams selected from among the Kerala players and that too on an astro-turf, the paper says.

Among other things, the paper also reveals on how the KCA top brass has frequently intervened in the affairs for the various DCAs including those in Kottayam, Alappuzha and Thrissur so as to destabilise these democratically-elected bodies. The KCF office-bearers, V. Narayanan Kutty and Balaji Iyengar, who were present, said that copies of the report have already been send to all the top officials of the BCCI including its president, Sharad Pawar.
